Lincoln County 4-H Online Privacy Policies
The
following policy applies to the Wisconsin 4-H site that can be found
at http://www.uwex.edu/ces/4h/.
Wisconsin 4-H is committed to protecting the privacy and security
of its online visitors. This policy statement provides our visitors
(i.e., parents and children) with an overview of the measu
We only collect personally identifiable information from
our visitors 13 years old or above when such visitors voluntarily submit
such information. We do not collect personally identifiable information
from children under the age of 13 without first obtaining verifiable parental
consent unless we only use such information to: 1) obtain parental consent
or provide parents with notice; 2) respond directly on a one-time basis
to a child's specific request; or 3) respond more than once to a child's
specific request along with providing parental notice of such use. The
consent and notification process mentioned above gives parents the ability
to let us know if they do not want us to make further use of the personally
identifiable information we have collected from their child.
We consider the following
to be personally identifiable information: first and last name, e-mail
address, street address, phone number and digital image. We may request
such personally identifiable information from children in connection with
our surveys, activity or event registrations, requests for suggestions,
or additional information to allow for online registration or to publish
additional Web pages to this site. Digital images of children that appear
on our site will have a Model Release Form that has been signed by a parent
or guardian on file. Solely the Wisconsin State 4-H Office and its faculty
and staff will use other personally identifiable information from children
under the age of 13 for internal purposes and it will not be transferred
to third parties.
Parents can request review, correct,
update or have deleted their child's personally identifiable information
from Wisconsin 4-H by sending us an e-mail to 4h@uwex.edu

We strongly recommend that parents become involved in monitoring
and supervising their children's online activities and recommend
that parents become familiar with the Web sites that their child
visits.
Please do not give out
your full name, e-mail address, home address, telephone number or
any other personal information that would enable someone to contact
you either online or offline, without first asking your parent or
guardian for permission. Sometimes on our site we will ask you for
your first name and
e-mail address along
with your parent's e-mail or home address. We do this so that we
can contact your parent to let them know that we have collected
this information.
Wisconsin 4-H ensures that all information-personally
and non-personally identifiable information that it receives via the Internet-is
secure against unauthorized access. This information is kept in a safe
and secure system isolated from direct connection to the Internet. This
means that no eyes but ours will ever see the information that our visitors
send to us, unless we indicate otherwise.
Visitors will find links from Wisconsin 4-H to independently
owned, controlled and/or managed World Wide Web sites whose content we
have found of possible interest to our visitors. While we initially visit
these sites to which we directly link, please note that we do not control
the content that appears on these sites and such content may be constantly
changing. We recommend that children check with their parents before clicking
off to any new site.

change.

The Children's Online
Privacy Protection Act (COPPA) went into effect on April 21, 2000, for
children under age 13. The Federal Trade Commission (FTC) will have a
sliding scale approach to parental consent until April 2002. To begin
compliance with COPPA, the following steps will be implemented:
The 4-H home
Web page and online registration Web pages will include a link to Wisconsin
4-H's Online Privacy Policy (
/ces/4h/privacy.html).
Online registration
forms will include the parents' or guardians' names and addresses, e-mail
addresses, and phone numbers.
If 4-H members
choose to use a chat room to engage in 4-H activities, they will be
required to use a monitored chat room; and only "if all individually
identifiable information is stripped from postings before it is made
public - and the information is deleted from the operator's records" (see
